Amidst the collapse of the old rules-based order, the authors argue that the alliance must adapt to the dual challenges of China’s rise and America’s evolving security priorities. They suggest that the February 2026 “America First Arms Transfer Strategy” provides a framework for this transition, rewarding allies who invest heavily in their own defense while creating opportunities for co-production that bolster the U.S. defense industrial base. Saunders and Dobriansky contend that while the current shift in NATO’s dynamics may be disruptive, it is a necessary evolution to ensure the alliance remains a potent force well into the 21st century.
