On July 23, Virginia Senator Tim Kaine spoke at the Center for the National Interest about his work with fellow Senator John McCain on a War Powers Consultation Act of 2014. He argues that if Congress is going to make the decision to go to war, then there needs to be a clear idea of what war is, guidelines for the President to follow when consulting Congress, as well as a required consensus before we send our servicemen and women into dangerous situations.
